I. THE AMBASSADOR'S GUIDE


I / A little culture
Ambassador:

II / Definition
An ambassador is a representative of a County / Duchy to another County / Duchy.
The ambassador is subordinate to the Council of his County / Duchy through the Chancellor / Chamberlain, who himself holds his functions directly from the Count / Duke. He therefore only derives his power from him (the Council) and exercises it only in his name and at his express request.

III / Appointment
The Ambassador is appointed at the discretion of the Chancellor / Chamberlain.
Anyone wishing to join the prestigious corps of ambassadors must proceed as follows: they must send a letter of presentation and motivation to the Chancellor / Chamberlain.
The required qualities
- A keen sense of diplomacy: diplomacy is a negotiation leading to acts planning and regulating relations between Counties / Duchies.
- A developed sense of teamwork: the ambassador is at the service of his County / Duchy. He will have to work in close collaboration with his Chancellor / Chamberlain, with the Trade Commissioner (in the commercial field) or any other Advisor who would be concerned.
- Great reading and comprehension skills
- Excellent elocution: in this case, the ambassador must demonstrate impeccable writing skills.
- A keen sense of respect: the ambassador must respect his counterpart, as well as the members of the County Council / Duchy in which he officiates. He will also have to respect the institutions of his own region.
- A certain spirit of synthesis for the drafting of the required reports.

IV / Dismissal
The ambassador may renounce his functions on his own. But he will have to inform his Chancellor / Chamberlain so that he can strike him off the registers and cut off his access to the Chancellery. Any such oversight will be punished by a trial for disturbing public order and a fine.
For the sake of respect and honor, he must also inform the Chancellor / Chamberlain of the County / Duchy in which he was assigned.

The Chancellor / Chamberlain reserves the right to dismiss an ambassador who fails to fulfill his obligations, unless he gives just cause. However, he must inform the other members of the Council.

V / Missions
: arrow: A mission of representation and negotiation
The ambassador's mission is to represent his region, his people and his political institutions to another, with honor, dignity and respect.
He must report to the County / Duchy to which he is assigned with all the rules of decorum required.
It will have to clearly convey the wishes of its institutions so that the negotiations are carried out perfectly and that the two parties derive substantial advantages from them.
He must represent the people of his County / Duchy, his Count / Duke and his Council during major events (weddings, funerals, dubbing ...), if the Count / Duke or the Chancellor / Chamberlain cannot attend, but only with the approval of the Count / Duke.
He will have to lead the negotiations with the help of the advisor (s) concerned and sometimes by the Chamberlain / Chancellor
An information mission
The ambassador undertakes to regularly inform his Chancellor / Chamberlain of the political, judicial, military, economic situation ... of the County / Duchy in which he works. He undertakes to provide a weekly report to his Chancellor / Chamberlain:
- On the composition of the Council of the region to which he is assigned.

He will have to report all the annexed forums (and their addresses) of the Castles, barracks, political groups, guilds ... to the Chancellor / Chamberlain.
The Chancellor / Chamberlain will forward important information to the Council and / or to interested persons.

VI / Rights
The ambassador can be domiciled in another Duchy / County.
The ambassador can combine embassies if this does not interfere with his work.
The ambassador can combine his functions with those of parliamentarian (councilors or mayor), soldiers and gendarmes.
The ambassador will see diplomatic immunity recognized if, and only if, it has been negotiated and recognized with the region to which he is assigned.

VII / Duties and obligations
The ambassador is imposed a duty of reserve: he must not give his opinion, even personal, on an event.
The ambassador undertakes to respect this guide: any former or newly appointed ambassador must respect it in every detail.
The ambassador undertakes to respect the institutions he represents and the institutions of the County / Duchy in which he officiates, as well as foreign institutions.
An ambassador is prohibited from disseminating information not authorized by the Council.

VIII / Sanctions for breaches of this guide
The ambassador will be dismissed from office.
The ambassador may be liable to trial for disturbing public order and to a fine.
The deposed ambassador finds himself unable to exercise the office of ambassador again.


II. THE CHANCELLOR/CHAMBELLAN'S GUIDE

II / Definition
The Chancellor / Chambellan is the head of diplomacy. Its mission is to develop and improve, with the ambassadors and the members of the Council concerned, lasting and quality relations, in all fields, with the other Counties / Duchies.
He is in charge of managing the corps of ambassadors.
He is appointed and dismissed at his discretion by the Count from among the elected councilors.

III / Missions
A recruitment and management mission
The Chancellor / Chamberlain's mission is to recruit ambassadors who must meet the criteria set out in the ambassador's guide. To do so, he will have to promote the corps of ambassadors regularly in each city and on the tavern.
He is also responsible for managing the ambassadors: he will have to assign them to a region, clearly inform them of their missions and help them in the event of a problem. He will have to transmit to them the decisions of the Council on the treaties and agreements under negotiation.
A drafting mission
The Chancellor / Chamberlain undertakes to draft, with the help of the advisers concerned, the various treaties.
An information mission
The Chancellor / Chamberlain must inform the Council of all important events taking place in the other County / Duchies.
It should also keep it informed of the progress of negotiations on current treaties and agreements.
A mission of representation and negotiation
In the absence of an ambassador, it is the Chancellor / Chamberlain who will lead the negotiations with the help of the advisor (s) concerned.
As far as possible, he should represent his region, his people and his institutions during major events. He must inform the Count of the organization of such events and of his presence.

IV / Duties and obligations
The Chancellor / Chamberlain has a duty of discretion: he must not give his opinion, even personal, on an event.
The Chancellor / Chamberlain undertakes to respect the institutions he represents and the institutions of the County / Duchy in which he officiates, as well as foreign institutions.
The Chancellor / Chamberlain is prohibited from disseminating information not authorized by the Council.

V / Sanctions in the event of breach
The Chancellor / Chamberlain must be removed from office by the Count.
He may be the subject of a trial for disturbing public order, or even treason and high treason depending on the facts alleged against him.
